The Panagyaman Rice Festival, observed on April 1st every year, honors the achievements of small farmers who have laid the cornerstone for a Hungry-Free Philippines. Rice Festival Week was a traditional celebration that was held during the last week of April each year. Panagyaman is an Ilocano expression for thanksgiving or pasasalamat.

The Philippines Proclamation No. 606, s. 2004 authorizes the celebration, which established April as a rice and other food crop harvest month. Rice plays a significant role in the economy, culture, and food supply of the Filipino people and is a major theme of many national celebrations. Filipinos now consider it to be so essential that a meal would not be considered complete without it.

In many different provinces around the nation, this month has been dedicated to rice festivals, where the people display various types of rice products, cultural performances, and lively street parades of floats. The ceremony brings the local community together to honor their rich, brilliant, and vibrant soul.

Among few activities it holds are the beauty pageant (Binibining Panagyaman), street dance competitions, fun run, zumba, agri-trade fair, cookfest, parade, and binagkal cookfest.

This yearly event is a grand celebration of gratitude for all the blessings received and a public recognition of each individuals contribution to the town's development.
